Preker and Guy Carrin presented work from a World Bank review of the role of community financing schemes in reaching the poor in outlying rural areas or inner city slums. Most community financing schemes have evolved under severe economic constraints, political instability, and lack of good governance. Government taxation capacity is usually weak in poor countries, formal mechanisms of social protection for vulnerable populations absent, and government oversight of the informal health sector lacking.
